Dr. Ashni Singh was first appointed as Minister of Finance of Guyana on 9 September 2006, and was reappointed for a second term of office on 5 December 2011. Prior to his appointment as Minister, Dr. Singh had served in several senior public finance capacities in Guyana’s civil service, including as Director of Budget in the Ministry of Finance, and Deputy Auditor General in the Office of the Auditor General. He has also previously served in several other public sector capacities, including as Chairman of the Governing Board of the Guyana Revenue Authority, a member of the Governing Council of the University of Guyana, and a member of the Boards of Directors of several public sector corporations. In his capacity as Minister of Finance, Dr. Singh concurrently represents Guyana on the Boards of Governors of the International Monetary Fund, the World Bank Group, the Inter-American Development Bank, and the Caribbean Development Bank. Dr. Singh also chaired the 2007 Commonwealth Finance Ministers Meeting, and chaired the Commonwealth Ministerial Debt Sustainability Forum from April 2008 to April 2009. Dr. Singh is the holder of a Doctor of Philosophy (PhD) Degree in Accounting and Finance awarded by the University of Lancaster in the United Kingdom.

Bishop Juan Edghill was appointed as Minister within the Ministry of Finance of Guyana on 5 December 2011. Preceding this appointment, Bishop Edghill served as the Chairman of the Ethnic Relations Commission and as Chairman of the Board of Directors of the Guyana Post Office Corporation. In addition to holding the post of a Minister, Minister Edghill also serves in numerous religious organisations including as Chairman of the Caribbean Inter-Religious Network, Bishop and Founder of Outreach Ministries International, a multi-faceted and multi-dimensional Charismatic Church Organisation to name a few.

Bishop Edghill was awarded the Medal of Service in 2011.
